OWLS CIC - West Lancs GP Federation

OWLS CIC – West Lancashire GP Federation is a newly formed membership of 16 local GP practices who have collaborated in order to respond to the needs of Primary Care and also generate resilience and sustainability under the changes of the Five Year Forward View.

We consist of three newly registered NAPC Primary Care Homes serving the community of practices and our community stakeholder providers.  Together we are driven to challenge the status quo and recognize where we need to innovate to make necessary changes to remain current.  It is also vital we consider and support our patients and practice members in their wellbeing.

We are an active participator in NHS Collaborate and are invested in creating an environment where collective leadership, risk taking and equality are the norm.

Historically OWLS held the traditional Out of Hours contract, with the later introduction of the Acute Visiting Service and Extended Access pilot for the population.  Since Virgin Care won the Urgent and Community contracts in the 2017 procurement, OWLS have taken the clinical elements of the Out of Hours under a subcontract.  We have continued to concentrate on the development of the Extended Access Services (Improved Access) and now deliver 75+ hours of clinics per week. 

Social Prescribing is an integral element of primary care provision and OWLS GP Fed partnered with the local Council for Voluntary Service to procure a Skelmersdale pilot for proof of concept.  We are awaiting the outcome of a national bid for the funding for the remainder of West Lancashire.

Our main focus this year is to solidify GP practice provision by facilitating and coordinating ‘at scale’ provision, establishing 30-50k population primary care teams and collaborating to ensure list based general practice remains the lynch pin of primary care. Exciting times!
